This program is offered FREE OF CHARGE to all officials and employees of municipalities that have been designated as fiscally distressed (Act 47) by the Commonwealth of Pennsylvania through the support of the DCED Governor's Center for Local Government Services.
When it comes time to spend tax dollars local governments face a number of rules and legal requirements as well as an ethical obligation to the taxpayers to engage in proper procedures.
The program will cover:
The purchasing laws for Pennsylvania local governments
How to develop specifications for Requests for Qualifications and Requests for Proposals
Participate in cooperative purchasing programs
Avoid common errors and pitfalls.
Consideration will also be given spending that is not subject to contracting rules such as selecting professional services, with an emphasis on transparency and fairness. Purchasing mistakes can be costly! Don’t expose taxpayers to needless risk due to a lack of understanding of the rules and best practices.
