Beyond Mutual Aid: Intergovernmental Cooperation, Public Safety & Homeland Security



Police, fire and emergency response systems are among the most valuable services provided by local governments. As these services become most costly, intergovernmental approaches are increasingly necessary to maintain levels of service.

The Local Government Academy’s 2010 Road to Excellence Conference “Beyond Mutual Aid: Intergovernmental Cooperation, Public Safety & Homeland Security” will focus on various aspects of Public Safety Intergovernmental Cooperation at the local, state and federal levels. The Road to Excellence Conference will be held on Tuesday, June 1, 2010 at the Sheraton Station Square.

This day-long conference will examine the state of intergovernmental affairs within public safety. It will review the costs of the status quo and provide insight as to how local governments are rightsizing their police, fire and emergency medical services in time of fiscal stress.

The conference will also examine intergovernmental service delivery options, particularly in regards to policing. The potential of forming regional police forces or contracting out services to neighboring municipalities, especially for small governments, will be examined through real-world case studies.

In addition to service issues facing local governments, concerns about equity and quality also arise. Some communities are able to invest significantly in their services while other communities, often with greater public safety challenges, are under-funded and under-served. Inconsistencies and the need to compensate for disparities in service can compromise an entire region's public safety. The conference will take a system-wide approach to examining the relationship between local public safety services, the justice system and homeland security, with the goal of identifying the extent to which intergovernmental solutions increase the safety and security of citizens.
