As an elected or appointed official, do you know the fiscal health of your municipality? Do you know what the standards are for effective local government? Have you considered an assessment tool to assist you in understanding the fiscal position of the municipality?
This course presents a toolbox approach to understanding fiscal and administrative practices within major functional areas. The session will focus on the financial management guidelines from the Southwestern Pennsylvania Commission's “Standards for Effective Local Government”, and the DCED Financial Management and Fiscal Monitoring Handbooks.
Participants will gain a better understanding of the policies, procedures, monitoring tools, and internal controls that must be in place in order to establish a reliable financial management system for local governments. Instructors will guide participants through a systematic procedure to monitor and measure the fiscal health of your municipality.
